No, each organization is autonomous.  We are more than happy to assist others in starting and running their own Homes Not Jails chapters (or similar organizations), but these groups do not answer to Homes Not Jails San Francisco.  Likewise, while we happily help people in San Francisco open their own squats and maintain them, they do not answer to our group - the squats we open are autonomous homes and the people living their decide what happens there.
